Governor Dauda Lawal of Zamfara State has approved the appointment of Dr. Bilyaminu Umar as the pioneer Secretary of the newly established Zamfara State Persons with Disabilities (PWDs) Board.
The announcement was contained in a statement released on October 22, 2025, by the Office of the Secretary to the State Government (SSG). The SSG, Malam Abubakar Mohammad Nakwada, confirmed that the appointment takes immediate effect.
Dr. Bilyaminu, 40, is a veterinarian and disability rights advocate with over a decade of experience in public service. He currently serves as a Senior Veterinary Officer (GL 14) in the Zamfara State Civil Service and also chairs the National Joint Association of Persons Living with Disabilities (PWDs), Zamfara State Chapter.
He holds a Doctor of Veterinary Medicine (DVM) degree from Usmanu Danfodiyo University, Sokoto, obtained in 2011.
The appointment follows the recent inauguration of the Zamfara State Persons with Disabilities Board, which comprises an Executive Chairman and six permanent members — all of whom are persons living with disabilities.

According to the statement, Dr. Bilyaminu’s appointment “completes the Board’s leadership structure, reflecting Governor Lawal’s unwavering commitment to inclusive governance and empowerment of persons with disabilities.”
Governor Lawal charged the new appointee and other members of the Board to demonstrate integrity, dedication, and accountability in carrying out their responsibilities.
“This administration is determined to protect the rights and dignity of all persons living with disabilities in Zamfara State. I urge the Board to work collectively to advance inclusion and create opportunities for every citizen, regardless of ability,” the governor stated.
