Governor Abdullahi Sule of Nasarawa State has attributed the ongoing dispute between the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and the Dangote Refinery to a “gap in communication.”
Speaking on Channels Television’s Politics Today on Monday, Sule urged both parties to sit down for dialogue and find common ground, stressing that litigation should be avoided in the interest of national development.
He noted that while government-owned enterprises often manage union affairs differently, private companies like Dangote require a distinct approach. Drawing from his experience as a former head of Dangote Sugar Refinery, the governor explained that clear communication and fair treatment of staff helped prevent frequent labour unrest.

Sule emphasised that the refinery is now a national asset, not just a private venture.
“The Dangote refinery is bigger than Dangote; it is for Nigeria as a whole. It has already solved many challenges — from saving foreign exchange to reducing worries about fertiliser and petrochemical imports. We cannot afford to run down such an institution,” he said.
The governor appealed to PENGASSAN, the refinery’s management, and the federal government to work closely to resolve the crisis and maintain harmony.
“PENGASSAN needs to sit down with Dangote clearly to understand this. We cannot afford a situation where this institution is run down. In fact, the world will laugh at us,” he warned.
